Tough one.
This is a really difficult decision to make.

On the one hand, Doku kicks Mac Allister, but on the other, he was attempting to play the ball and was successful.

Penalty rulings can be subjective at times, and this one would have been issued on another day with a different referee.
Frustratingly, this is a refereeing judgement that might decide the Premier League title, and if Liverpool finishes a point or two behind the leaders at the end of the season, this topic will resurface.
