TBR’s analysis, however, indicates that Spurs have headroom of £134 million with regard to the new squad cost control mechanism.

Under this structure, clubs are only allowed to spend 85 percent of their revenue on salaries, transfers, and agent fees; for clubs like Spurs that play in the European league, this amount drops to 70 percent.

The amount is derived from their turnover, which in their most recent set of accounts was a club record £550 million, and their 70% upper limit.

With an upper ceiling of £385 million and a yearly wage cost of £251 million—again, a club record—the total headroom becomes £134 million.

Furthermore, since the new squad cost ratio is probably going to be implemented gradually, in tandem with UEFA’s own gradual introduction of a comparable scheme, that number may actually be much higher.

The ultimate amount will probably differ by a small amount as well because the Spurs’ payroll has changed before the upcoming PSR assessment window.

However, the ultimate total will probably increase rather than decrease due to the departure of several high earners this summer.
