German striker will be the second arrival this summer.
Tottenham has re-signed Timo Werner on loan from RB Leipzig.
The German forward joined in January and scored twice in 15 games, adding three assists before his season was cut short due to a hamstring injury.
Spurs have been linked with a new move for Werner, who had a £14.5 million purchase option as part of his previous loan deal.
However, they have instead signed the 28-year-old on a new loan deal.
Werner will return to north London for next season on a 12-month contract with a new £8.5 million option to make the move permanent.
“Happy to be at Spurs next year!” the athlete posted on Instagram. “Looking forward to see you all in the stadium for an incredible season.”
Tottenham’s second move ahead of the 2024-25 season follows the signing of Swedish prospect Lucas Bergvall from Djurgardens in February, with the teenager set to join next month.
Earlier on Tuesday, Tottenham signed reserve custodian Brandon Austin to a new five-year contract, which will expire this summer.
